17,069 residents for each Wollongong councillor, 9,063 in
Shellharbour, 2,575 in Kiama. One region, a factor of 6.6, and Wollongong the highest of
the 37 councils NSW classifies a regional town or city, by three residents.

The compulsory-livestream rule died with May’s disallowance, so a
council may now post a recording afterwards instead. Wollongong, Kiama and Shellharbour all
say they still stream. On the routes a resident would actually use, two of the three publish
a 2026 recording you can play.

A May disallowance motion removed the 2025 Model Code, so mandatory
livestreaming no longer applies and the 2021 code is back. It lets a council publish a
recording live or afterwards. Wollongong’s draft keeps it live and moves Public Forum
back into the meeting. Feedback closed 12 August 2026.
